A good portion of this film is composed ot two storylines. In one, a couple of guys mug several people at random. These fellows might be frightening if they weren't so stupid. The second storyline follows a freak as he goes around Vegas murdering some of the city's more attractive residents. This fellow might be frightening if the movie wasn't so stupid.

You can see from the beginning exactly how the storylines are going to intersect, but after that ineptly executed scene, everything goes back to the way it was. Devices that might be effective if used once are utilized three or four times, deadening their already questionable impact. And I'm not going to even bother examining how many things the movie does wrong with the killer itself. Definitely skippable.
